Juba 19 October 2015; South Sudan’s president Salvatore Kiir Mayardit issued yet another Presidential decrees on Monday shocking the world youngest nation’s police service [SSNPS] in the decrees read on state owned SSTV the only channel owned and controlled by the government.
Mr. Kiir issued Presidential decrees promoting Major Wilson Ayiik, a native of Warrap from President’s own backyard to the rank of Lt Col; at the same time President kiir issued another decree promoting more than dozen south Sudan police brigadiers to the ranks of major generals and relieved them from active police duties.
Another decree issued by Kiir promoting more 40 police officers into different ranks, but again the decree lacks balance because most of the people promoted by Kiir’s decrees on Monday evening are from his Dinka native accept couple of names from Equatoria and Nuer.
This is the third major decrees issued by Mr. Kiir in less than three weeks in row; on 2 October in an apparent unexpected move the president shocked the nation and the world by creating additional 18 states dividing the historical three regions of south Sudan into small states without consultation and survey of the borderlines.
This however according to some historians who know the geopolitics of south Sudan will fuel more crises but the government argued this is in line with SPLA vision of taking town to the people.
The decrees by the president to spilt south Sudan into 28 states was condemned by the armed opposition and international community, saying this is in violation of the compromise peace agreement signed by both parties in conflict in August to end the country’s bloody civil war.
Last week on Friday Mr. kiir issued unpopular decrees revoking his previous stance and the very epicenter (umbilical cord) which led to the black December 2013, prior to the beginning of the war Mr. Kiir refused and rejected to call for the Party’s National Liberation Council and Political Bureau’s conventions, while his opponents called for reform within the party, but Kiir in fear that he will be unseated by Machar in democratic party’s voting for the top job within the SPLA party, hence Mr. Kiir resolved and responded with bullets.
National Liberation Council and Political Bureau are two organs which are the centrically bodies (legislatives) of the ruling SPLA party, and most of the members are senior people holding high position and according to SPLA constitution the chairman who is the president has no jurisdiction to terminate membership of any member and he (the President) has no legal power under his custodial to dissolve the Party’s two political organs. But in defiance Mr. Kiir undermined the need for peace he declared in unexpectedly presidential decrees dissolving all the secretariats declaring from Friday all the posts are vacant except his office (the office of the president)
